CDC Issues New Guidance on Quarantine of Individuals Exposed to Persons with COVID-19

Until now, the CDC recommended a 14-day quarantine for individuals who might have had “close contact” with a person who has or is suspected of having COVID-19.[1]  This quarantine was longer than the 10-day recommendation for those who test positive, as the longer quarantine period is based on estimates of the upper boundaries of the viral incubation period. However, in its new guidance issued December 2, 2020, the CDC acknowledged three adverse consequences of the 14-day quarantine:

  • It can impose personal burdens that may affect physical and mental health as well as economic hardship that may reduce compliance.
  • It may pose additional burdens on public health systems and communities, especially when cases are rising and the need to impose quarantines are rapidly rising.
  • It may dissuade recently diagnosed persons from naming contacts and dissuade contacts from responding to contact tracer outreach if they perceive the duration of the quarantine is too onerous.

New Shorter Quarantine Options. In an effort to reduce these burdens and increase community compliance, the CDC has announced the following shorter quarantine alternatives to the 14-day quarantine.

  1. 10-Day Quarantine Option. Under this option, quarantine can end after day 10 without testing and if no symptoms have been reported during this period.
  2. 7-Day Quarantine Option. If diagnostic testing resources are available, quarantine can end after day 7 if i) the test results are negative and ii) no symptoms are reported during this period.  The testing specimen may be collected and tested within 48 hours of the expiration of the 7-day period (or before the planned end of quarantine in the event of testing delays).

Quarantine may only be discontinued under either option if these additional criteria are met:

  • no clinical evidence of COVID-19 was elicited via daily symptom monitoring during the entirety of the quarantine;
  • daily symptom monitoring continues through day 14; and
  • persons are counseled regarding the need to strictly adhere through day 14 to all recommended non-pharmaceutical mitigation strategies, and advised to immediately contact local health officials or their healthcare provider and self-isolate should symptoms develop.

Of course, individuals can continue to quarantine for the longer 14-day period without testing in accordance with the preexisting recommendations, which maximally reduces the risk of post-quarantine transmission.

Persons Who Must Quarantine Together, Such as Households. The CDC further recommends that when housing is shared (e.g., families, incarcerated persons, students), every effort should be made to physically separate the quarantined individual from others through such measures as having the quarantined individual residing alone in a separate closed room with exclusive use of their own bathroom and implementation of other mitigating strategies.  If any co-housed person is diagnosed with COVID-19, all co-housed persons will require evaluation as contacts.

[1] The CDC defines “close contact” as being within 6 feet of an infected person for a cumulative total of 15 minutes or more over a 24-hour period starting from 2 days before illness onset (or, for asymptomatic patients, 2 days prior to test specimen collection) until the time the patient is isolated.

MCAA’s Sponsor Spotlight Episode Six Welcomes Sean Debnath, Viega

In the sixth episode of MCAA’s Sponsor Spotlight series MCAA welcomes Bob Bolton and Santanu (Sean) Debnath, Vice President of Sales and Marketing for Viega, LLC, headquartered in Broomfield, Colorado. The Sponsor Spotlight Series is a new way for MCAA contractor members to learn more about the Manufacturer/Supplier Council (M/SC) Governing Board members, their products, their relationship with MCAA, and what being a member means to them.

Sean Debnath is responsible for managing and guiding Viega’s sales, inside sales, marketing, customer service and customer relations teams.  He started his career as a hands-on scientist, transitioning to product development and management, which led to him eventually leading the full commercial side of the business. The bulk of his career has been in the manufacturing sector selling B2B. With more than 20 years of work experience in a variety of industries, Sean brings an organization-wide approach to most situations. Currently he focuses on leadership and motivation as his areas of expertise to solve and address business goals and/or challenges.  He holds both a bachelor’s and master’s degree in chemical engineering and an MBA in International Business.  In his free time, when he is not being mentored by his three children, he enjoys an athletic lifestyle, is an avid cook and a cinema enthusiast.

CDC Updates COVID-19 Guidelines on When to Quarantine

The CDC recently updated its guidelines on when to quarantine following exposure to a person who has tested positive for COVID-19. The new guidelines indicate that people who have been in close contact with someone who has COVID-19, excluding people who have had COVID-19 within the past 3 months, should quarantine immediately. It is considered close contact when:

  • You were within 6 feet of someone who has COVID-19 for a total of 15 minutes or more;
  • You provided care at home to someone who is sick with COVID-19;
  • You had direct physical contact with the person (hugged or kissed them);
  • You shared eating or drinking utensils; and/or
  • The person sneezed, coughed, or somehow got respiratory droplets on you.

People who have tested positive for COVID-19 do not need to quarantine or get tested again for up to 3 months as long as they do not develop symptoms again. People who develop symptoms again within 3 months of their first bout of COVID-19 may need to be tested again if there is no other cause identified for their symptoms.

MCAA/MSCA Dues for 2021

As of January 1, MCAA and MSCA dues will be 9 cents per hour. Minimum dues for 2021 will be $1,080 (9 cents x 12,000 hours) and maximum dues will be $27,000 (9 cents x 300,000 hours). Dues paid in 2021 on hours worked in 2020 will be at the 8 cents per hour rate. New 2021 dues reporting forms will be mailed in time for you to report January hours. In addition, new dues reporting forms will be on the MCAA website under the “My MCAA” menu option.

MCAA’s WiMI Mentor/Mentee Program Introduces Jill and Hannah!

Hannah Inman has an infectious energy that she brings to her role as Program Manager with the Mechanical Contractors Association of Metropolitan Washington (MCAMW). Hannah has been with MCAMW for almost 4 years and has been involved with WiMI since the inaugural conference held in Chicago in 2019.

Jill McCall, Executive Vice President of MCA Chicago, has 20 years of association experience and has been in the construction industry for five of those years. Jill was one of the original committee members who kicked off the WiMI initiative back in 2018. She has a strong passion for the program and women’s issues even outside of the construction industry.

The pair bonded instantly, and their communication has only grown throughout the past year. As things slowed down due to the pandemic, they realized how important it was to check in with each other, even just to see how they were doing. With Hannah having a lot on her plate; newly engaged, finishing a degree and establishing new projects at work, the check ins were even more important! They both agree that it is nice to have a person to bounce challenges and new ideas off of, especially during a time where there is so much unknown in the industry as well as the world.

Hannah shared how much she values Jill’s mentorship, especially with not having any prior experience to this industry. “My self-confidence in my role here at MCAMW has improved. I’m learning how to better self-advocate, professionally. Also, my knowledge and communication skills have evolved, creating an advantage in my credibility within my network.”

Hannah recommends this program to all women in the industry – sharing, “as a female, especially a younger female, in a male-dominated industry, there can be challenges that arise which can be hard to navigate or receive appropriate support and/or feedback on. As the industry evolves in today’s world, certain aspects have unfortunately lagged behind others. This program, the support, resources, and its collaborative efforts, have brought aid to its progression, which I have found to be invaluable for both myself and to our association.”

Hannah came into this program with some goals already in place, including enhancing her professional experience and overall development, learning more about the industry, and receiving expert guidance and support. With that, her mentor, Jill, helped her create goals that included checking-in with each other once a month, enhance her efforts with their local WiMI chapter and workforce development, as well as striving to earn her CMP Certification.

Jill signed up for the mentorship role because “mentoring is one of the most powerful ways to help people grow.  It works both ways, too!” She encourages all females in the industry to be role models for new women entering the industry. The frequent check ins have benefited Jill as well, as the two have brainstormed new ideas and ways to improve both their local WiMI chapters and the national chapter.

“It’s the little things,” Jill shares when asked what her most memorable moment of being a woman in the industry has been, “Hearing a speaker adjust the introduction from brothers or gentlemen to brothers and sisters or ladies and gentlemen on the fly.” She has also been excited to see apparel at UA/MCAA events now offered in women’s sizes.  

Despite their busy schedules, the pair plans to continue their relationship beyond the initial six-month commitment and value and appreciate the time they can share and learn from each other.

“Jill is a cornucopia of knowledge and wisdom and I am thankful to have been matched with her, as I know our relationship has brought substantial value in my overall professional development,” Hannah concluded.
