Erickson’s Aircrane Cuts The Hill Group’s Installation Time Down to Hours

In the summer of 2016, The Hill Group called on Erickson Inc. to lift and place cooling towers and chillers by air into a building in crowded downtown Chicago, accomplishing the goal in hours compared with weeks needed for other methods. The project was located at East Randolph Street in a crowded landscape with multilevel streets and nearby residential buildings, so land crane equipment was not an option. Using Erickson’s precision capabilities, aerial crane operators placed chiller equipment through a hole in the roof, with inches to spare, and then set it 15’ below the roof level.

Erickson’s signature Aircrane is a giant in the world of helicopters, with a rated lift capacity of up to 25,000 lb. It features a unique glass-enclosed aft-facing pilot station that allows the crew member to precisely lift and place large, oversized, or heavy objects. The heaviest section for this move weighed 19,000 lb. By taking advantage of the Aircrane’s lift capacity, The Hill Group saved time because fewer pieces had to be assembled on the roof.

Five aerial lifts were completed in 1.3 hours of flight time, saving The Hill Group several weeks of time compared with other move methods. The Hill Group had previously worked with Erickson on other projects, and they knew airlifting was the only option for completing this project in a safe, efficient, and cost-effective manner.

CBCA Decision Supports the Use of MCAA Loss of Labor Productivity Factors and the Measured Mile

In a decision published on May 5, 2017, the Civilian Board of Contract Appeals (CBCA) decided in favor of claimant Turner Construction Company regarding delays and loss of labor productivity experienced during the renovations to the National Museum of American History located in Washington, DC.  The contract required substantial structural, architectural, mechanical HVAC and electrical demolition and renovations to the museum.

During the course of construction, Turner and its subcontractors, that included the mechanical and plumbing subcontractor and the sheet metal subcontractor, both MCAA member-firms, encountered concealed conditions that critically delayed the schedule and caused a loss of labor productivity.  Turner filed a claim to the Smithsonian Institution and the parties agreed to litigate the case at the CBCA.

After hearing testimony over a period of several weeks, the CBCA issued its findings and decisions on April 14, 2017.  The Board issued several important findings:

  1. Fact witnesses from Turner and Turner’s subcontractors presented compelling testimony regarding the pervasive concealed conditions that delayed the schedule and impacted labor productivity;
  2. Turner presented a damages claim for which it was partially compensated;
  3. None of Turner’s subcontractors presented independent CPM type delay analyses and the Board denied their extended performance costs;
  4. The MCAA-member mechanical firm presented expert and fact witness testimony regarding loss of labor productivity based on the MCAA labor inefficiency Factors to the extent of a 42% impact, and the Board accepted the use of the MCAA Factors and all of the 42% loss of labor productivity; and
  5. The  MCAA-member sheet metal firm presented expert and fact witness testimony regarding a classic “measured mile” loss of labor productivity comparison and was awarded 100% of its claimed amount.

This reported decision contains clear language supporting the use of the MCAA loss of labor productivity Factors and many citations to some of the authorities that are very important to MCAA member firms.

MCERF Announces Beta Release of BIM Add-In, Complexity Measurement Tool

The Mechanical Contracting Education & Research Foundation (MCERF), the non-profit foundation of the Mechanical Contractors Association of America (MCAA), has been collaborating with BuildingSP, a California-based software developer, on a building analysis add-in for the Autodesk Revit building information modeling (BIM) platform. The Revit add-in is called the MCERF Complexity Measurement Tool (CMT) and analyzes a building’s mechanical, electrical, and plumbing (MEP) spaces for congestion and complexity.

The Goals of Creating the MCERF CMT

The MCERF CMT was created because complexity and congestion of spaces with MEP can be major obstacles, cost drivers, and schedule shifters for all construction projects. While the shift to BIM has transformed the industry, MEP subcontractors have a significant challenge to coordinate projects that are becoming more and more complex. MCERF and MCAA, like our member companies, believe that digital tools are an important and valuable part of construction. The MCERF CMT is being created to raise awareness of MEP congestion and complexity through measurable, reportable, and standardized values.

How the MCERF CMT Works

The MCERF CMT is a computational BIM tool that uses the Revit API to analyze, measure, report, and store information about complexity. The general theory of the MCERF CMT is to break up the building’s interstitial spaces into discrete columnar elements and measure how “filled” they are with MEP systems, structures, and other Revit families. Measured volumes that are highly filled are obviously congested.

T he add-in first identifies all the interstitial spaces used for routing MEP systems in a combined Revit model. It does this through a combination of dialog boxes to determine the level being analyzed, the programmatic identification of ceilings, and querying the structural decks above these ceilings. The MCERF CMT then measures the volume of space that is filled with MEP systems and other Revit elements, including Industry Foundation Class (IFC) file elements. The add-in includes the space that is within a system (such as the interior of a duct) as being part of the filled volume. The CMT complexity metric is then the ratio of filled space to total volume. Finally, the add-in uses Revit’s analytics graphics to overlay a “heat map” on the plan view. This heat map has gradients of colors that correlate to low and high levels of congestion. Blue is the most congested (from 90% to 100% filled) and green is the least congested.

Technical Specifications of the MCERF CMT

The MCERF CMT works with the latest versions of Revit 2016, 2017, and 2018. If your computer meets the minimum requirements for Revit, it can run the MCERF CMT. The tool can be run on a single Revit space or on a given Revit Level. It can work on projects with unusual shapes and on floors with different ceiling heights.

The MCERF CMT Will Be Free to Use

The MCERF CMT will be distributed free of charge for use by the architecture, engineering, and construction (AEC) industry. This distribution is aligned with the MCAA and MCERF’s goals of outreach and industry support.

The MCERF CMT Is Enabling Opportunity

Through the beta testing currently underway, it is clear that the MCERF CMT is an enabling tool that creates opportunities for the industry to engage in new and exciting forms of analysis. Prior to this tool, the industry never had a unified method of characterizing MEP spaces and generating metrics that could be used by teams, projects, and enterprises. The BuildingSP team, along with their beta testers, has been using the MCERF CMT to data mine, investigate, and benchmark 3D models on projects. For example, the MCERF CMT is able to provide metrics to answer the following questions:

  1. How does congestion vary by project type?
  2. How does congestion grow from design into coordination and then into construction?
  3. By what percentage do design models differ in routing from design through construction?
  4. How do project scope changes alter congestion and affect coordination?
  5. How does congestion vary down a corridor and what strategies are successful for managing the most challenging congestion?
  6. What MEP congestion levels and characteristics lend themselves to maintainability? Constructability?

More information, including features and demonstration videos, is available on the MCERF website. The MCERF CMT has been in active development since 2016. It has been released as a beta for testing to select MCAA member companies and design firms. It will be released for public use at the MCAA Technology Conference in Austin, Texas, on November 8, 2017 and will be compatible for Autodesk Revit 2016 and subsequent versions.

Labor Factors and the Measured Mile Upheld in Win for 2 MCAA Members

The Civilian Board of Contract Appeals (CBCA) decided in favor of Turner Construction Company regarding delays and loss of labor productivity experienced during renovations to the Smithsonian National Museum of American History located in Washington, DC. The contract required substantial structural, architectural, mechanical HVAC and electrical demolition and renovations to the museum for the principal purpose of providing a state-of-the art display for the Star-Spangled Banner, the flag that inspired Francis Scott Key to write what is now the U.S. national anthem.

During construction, Turner and two of its subcontractors, Welsh & Rushe and Stromberg Sheet Metal Works, encountered concealed conditions that critically delayed the schedule and caused a loss of labor productivity.

As a result of the CBCA decision:

  • Welch & Rushe’s claim of 42% loss of labor productivity based on the MCAA labor inefficiency factors was accepted.
  • Stromberg was awarded 100% of its claimed amount based upon a classic “measured mile” loss of labor productivity comparison.
  • Turner was partially compensated for its damages claim.

The April 14, 2017 decision provides clear language supporting the use of the MCAA loss of labor productivity factors and many citations that are very important to MCAA members.

Affiliated Association Executives Share Best Practices in Association Management

The 2017 Association Executives Council (AEC) Best Practices Conference was an in-depth examination of best practices in association management. Attendees participated in interactive discussions covering a variety of topics over the course of the three-day conference including executive leadership, collective bargaining issues, industry funds management and developing future association leaders.

United Association General President Mark McManus and Assistant General President Mike Pleasant, joined the conference Tuesday morning to give an overview of recent UA news and developments and participate in an interactive discussion with the local affiliates. MCAA President Greg Fuller and UA/MCAA Joint Strategic Planning Co-Chair Mark Rogers participated on the panel offering their insights into different areas of the country and the positive relationships they’re seeing between contractors and their labor partners. The 2017 UA/MCAA Labor Relations Conference (November 14 – 15, Las Vegas) became a prime focus of the group’s discussion. General President McManus stressed to attendees the importance of maximum participation from both groups in an effort further solidify the relationship between the UA and MCAA.

Another conference highlight was the announcement of the updates to MCAA’s AEC Best Practices Initiative in support of its affiliated associations. This initiative was introduced at the 2016 conference and, since its induction, MCAA has doubled the offerings available to its local affiliates. This series of programs is designed to provide education and resources to MCAA’s local affiliated associations enabling them to provide exceptional service to their contractor members. The offerings of the AEC Best Practices Initiative are completely underwritten by MCAA.

The conference concluded with current AEC Chair, Dave Davia (MCA of Colorado) stepping down and the introduction of Frank Wall (PMCA of Oregon) as the new AEC Chair, Tony Saporito (MCA of New York) as the Vice Chair and Ed Kommers (MCA of Western Washington) as the new Program Chair. In his new role, Wall addressed the group thanking them for their dedicated conference participation. He stressed the importance of the education this conference brings to local association executives and encouraged attendance at both the UA/MCAA Labor Relations Conference as well as the AEC Best Practices Conference in 2018.

Registration for MCAA’s 15th Annual Safety Directors’ Conference Opens October 1, 2017

MCAA’s 15th annual Safety Directors’ Conference will be presented January 23 – 25, 2018 at the San Diego Marriott Marquis & Marina. Please mark your calendars so that you won’t miss this incredibly popular, world-class mechanical industry-specific safety and health education and networking conference.

Additional Offerings:

  • MCAA will present pre-conference first aid and CPR/AED classes, and first aid, and CPR AED instructor classes.
  • A post-conference Construction Health and Safety Technician (CHST) certification preparation workchop will be presented as well.

MCAA’s new worker safety training video, Safe Pressure Testing of Steel and Copper Piping Systems, and its accompanying materials are now available to members. The video walks the viewer through the most common causes of steel and copper piping system pressure testing failures, pretest walk-downs, and general safe work practices for hydrostatic and pneumatic pressure testing.
