H.R. 133 Offers Relief, Opportunities and Challenges Going into 2021

The $2.3 trillion Consolidated Appropriations Act, 2021 (H.R. 133) provides badly needed COVID economic relief, construction market stimulus and a forward-looking prospect for market recovery in public sector infrastructure investments as the pandemic recedes. In a memo to the MCAA Government Affairs Committee, Chair Jim Gaffney provided a summary digest of the items most likely to impact MCAA members and the MCAA policy agenda. The President is seeking greater individual stimulus checks, so there may be an amendment or veto, but this summary will stand for most of what will be the final result. Correction: The latest COVID relief measure signed into law Sunday does not extend the requirement that employers offer paid sick and family leave as required under the Families First Coronavirus Relief Act passed last March as erroneously reported in the MCAA summary published in the Weekly Update on December 28, 2020. The latest COVID bill extends only the availability of the refundable tax credit as under the FFCRA until the end of March 2021 for those employers voluntarily providing such paid leave after December 31, 2020. MCAA regrets the error.

Spotlighting 2020 MSCA Extraordinary Everyday Hero Awardees

MSCA has been honoring our industry’s very own everyday heroes for the past five years at the annual education conference. Our expectations were blown away by just how many heroes we have within our industry – we received nineteen nominations this year! We are so proud of the many peers among us who do extraordinary things every day, simply out of the kindness of their hearts with a passion to make a difference for the better.

Brad Chittum, Warwick Mechanical Group, New Port News, VA

A team of Warwick Mechanical Group’s technicians, including Brad Chittum, traveled to North Carolina during the peak of the COVID-19 pandemic to assist local residents who had been displaced due to Hurricane Florence. The team spent a week doing rebuild and repair work related to their trade but also installed insulation, exterior sheathing, gas piping, flooring, drywall, and framing. They painted, hung cabinets and performed any other repair work needed.

Brad’s colleague and 2019 Everyday Hero Award Winner Michelle Collier commented, “They all came back talking about all the nice people they met and how satisfying it was to help these families get back into their homes.”

Kevin Johnson, Johnson Controls, Sparks, MD

Throughout this pandemic, Kevin has been going out to customers and selling more work to keep all of his men busy so that no one has to be sent home for lack of work.

Kevin’s colleague, Jim Taylorson remarks, “He puts our customers at ease, assuring them that the team is following COVID protection protocols and adhering to each site’s policies. He delivers hand sanitizer and face masks to his men when needed.”

During these unprecedented times his customers, which includes many hospitals, military bases, NSA and many pharmaceutical companies, have come first. On top of the new work he is generating and PPE he is delivering, Kevin is keeping himself on 60% chargeable work, working alongside the men completing service.

Matt Stortz, American Combustion Service, Mokena, IL

Matt has worked continuously throughout the pandemic, picking up the slack while his fellow technicians were in quarantine.  Matt married his beautiful wife in June and although he took time off for his honeymoon, he never requested additional time off.  He continued to work as he watched his fellow technicians quarantine at home with pay.

“This year is stressful for all of us, but I am impressed with Matt because he did not try to take advantage of this,” colleague Niki White shares.

Even with Matt’s added stress of planning a wedding through the pandemic, his work ethic did not faulter.

MSCA is proud to recognize these heroes in our industry and distinguish them as an MSCA Extraordinary Everyday Hero. We will be spotlighting each of these heroes over the next few months. For a full list of 2020 Extraordinary Everyday Hero Awardees, please click here.

Need a Fall Rescue Safety Program & Plan? MCAA’s New Model Can Help!

Quick rescue is paramount to keeping workers safe while they are suspended in fall arrest harnesses after falling from an elevation. Having a safety program and plan in place to address the needs of these workers is critical to minimizing suspension trauma and meeting OSHA requirements. MCAA’s model program and accompanying model plan can be tailored to address various project fall arrest system applications and ensure the safety of your company’s most important asset, its workers.

Ideally, suspended workers should be rescued within five minutes. Workers who are suspended longer may suffer from suspension trauma. This condition occurs when a worker is suspended in a harness long enough for the harness straps to negatively affect blood flow. When blood is not circulating properly, vital organs are deprived of oxygen. This can lead to loss of consciousness, permanent organ damage, and ultimately death if a worker is suspended too long.

Fall rescue plans are required by OSHA as referenced in the agency’s fall protection standard for construction.

MCAA’s model program and accompanying model plan will help you develop appropriate fall rescue plans which, when performed properly, will help limit the time that any worker is suspended in a fall arrest harness to less than five minutes.

Congratulations to 2020’s PIPM Graduates

Although 2020 has certainly presented its share of challenges, there are still many things to celebrate as the year draws to a close.

One of the things that we at MCAA are celebrating is the graduation of 2020’s final Preparatory Institute for Project Management classes. Earlier this month, students of the online Pre-IPM Classes 3, 4, and 5 attended their final lectures, handed in their final assignments, and completed their final quizzes. Speaking alphabetically, Adam Wright of HMH Contractors Inc. (Kokomo, IN) was 2020’s final grad, bringing the Pre-IPM graduate total to 192.

MCAA congratulates Adam and his 191 peers, who represent 109 different MCAA member companies both large and small from all across the nation. Each week this diverse group of Project Engineers, Assistant Project Managers, and new hires brought their ideas and questions to class and focused their attention on topics fundamental to basic mechanical project management. Their instructors were repeatedly impressed by the students’ dedication to their work and desire to learn.

But what did our graduates have to say about the Preparatory Institute for Project Management?

  • “The Pre-IPM course was a great course to take. It did a fantastic job of covering common topics/issues that PMs face every day and gave many tools to manage these things as a beginning PM.”
  • “This program helped me to understand my roles and responsibilities as a new PM. Coming into the class, I knew basically nothing, but now I feel better prepared to begin my first project.”
  • “This course offered a great overview for entry level project managers. It is an excellent stepping stone into more advanced courses.”
  • “I love that it was a road map for what it means to be a PM, with a clear path to being successful. PM has always felt like the Wild West, fake it till you make it. This class showed me there is a standard. I also am excited to be implementing many of the things I learned.”
