MSCA and Convoy of Hope Partner Again to Bring Hope in Boca Raton!

This year, prior to the commencement of MSCA 2017 Education Conference in Boca Raton, FL, MSCA and Convoy of Hope will partner once again to deliver a tractor trailer full of much needed supplies to the Palm Beach County Food Bank. MSCA Board members and other volunteers will help unload tens of thousands of pounds of goods, valued at over $40,000. MSCA volunteers will then assist with performing various needed tasks and activities at the food bank.

At our MSCA 2017 Education Conference, spouses and other volunteers will also pack approximately 75,000 meals and over 15,000 pounds of rice or beans which will be shipped to Convoy of Hope’s Children’s Feeding Programs worldwide. We look forward to working again with a hardworking group of volunteers at our “Do Good – Feel Great” Packing Party on October 17, 2017.

NCPWB Annual Meeting Highlights Advancements and Best Practices

The NCPWB Spring Technical Committee Meeting provided a wide range of information including best practices for brazing copper joints in high-pressure HVACR application, using advanced GMAW (MIG) in the field, addressing the challenges of welding Grade 91 (9Cr-1Mo-V) Chromium-Molybdenum steel, tips for using Pipe Fabrication Institute standards.  The event took place April 23-26, 2017 in San Antonio.

MCAA President-Elect Mike Brandt, a long-time member of the NCPWB Technical Committee, addressed the audience.  He congratulated the Bureau and the attendees for the work that they do for the industry. Mike then told attendees how his employees have taken advantage of the many educational programs the MCAA offers and encouraged everyone to do the same.

“After three plus decades in this industry, I know pretty well the opportunities and challenges we face as union mechanical contractors. And I know the real value, both professionally and personally, of being an MCAA contractor.”

Mike also talked about the great relationship between the MCAA and the UA. He said MCAA contractors recognize the advantage of the skilled labor that the union provides, noting that the UA has been the leading source of trained labor for over 126 years.

He shared some of the educational programs that MCAA offers to its members. Mike concluded by thanking everyone for their involvement in the organization.

UA Welding Program Update

Randy Gandy

The UA’s Randy Gandy informed attendees about advancements in technology and encouraged them to embrace new technologies. He noted that these advancements require future welders to be highly skilled. As part of the UA’s training program, new journeymen and apprentices will be exposed to some, if not all, new technologies such as:

  • Friction Stir
  • Laser Alignment Pipe End Prep Equipment
  • Laser Beam Welding
  • Lincoln STT
  • Mega Stir
  • Miller RMD
  • Motion Tracking
  • Pipe Purging
  • Spin Arc
  • Weld Track Monitoring

The UA has launched its new welding manual, Welding Practices and Procedures for the Pipe Trades, which covers the SMAW/GTAW and GMAW processes. The UA’s Oxy Fuel/Plasma Cutting Manual and online Instructor Resource Library (IRL) and Student Resource Library (SRL) are also being updated. Two new courses have been implemented over the past two years with great success Emerging Welding Technologies and Innovative Welding Techniques.

Use of Ultrasonic phase array testing, a powerful NDT technology, has grown tremendously over the past two years both in the field and in pipe fabrication shops. The UA Training Department has developed a Phased Array Analysis course to educate instructors about the testing equipment as well as the imperfections of specific welding techniques.

To keep up with the ever-changing demands of our industry and contractors, the UA is implementing new training courses at both its Instructor Training Program (ITP) and regionally. New courses being offered during 2017 include:

  • AWS-CWI 9 Year Re-certification
  • Clamping, Reforming and Aligning Pipe
  • Operations of a UA Weld Test Facility
  • Pipe Line Distribution
  • Precision End Preparation and Field Machining Pipe Review

To support Local Unions in the training of their members while meeting contractor demands, the UA has set up three welding trailers that offer RMD, STT and TIP TIG welding processes.  The trailers can be used to certify welders at job sites, saving contractors time and the expense of pulling welders off the job to certify them.

How to Put Together a Weld Submittal Package

Steve Millmann

Steve Millmann of Hooper Corporation demonstrated how to put together a weld submittal package. He explained the requirements in a specification and the process for selecting Welding Procedure Specification (WPS) and corresponding Welder Performance Qualification Test (WPQT) records that meet the requirements. The submittal package included the welder’s qualification and continuity records along with a continuity log to record future welding activities (continuity dates). He noted that it is a good practice to include a letter of good standing from the local NCPWB chapter in the submittal package.

On-site Fabrication of High Pressure Brazed Joints

Dale L. Powell of the Copper Development Association provided information on the critical steps required for the on-site fabrication of trouble-free high pressure, brazed joints using copper and copper alloy tube and fittings. He delved into the science behind copper alloy brazing and covered installation data related to brazing new copper iron alloy tubes and fittings.

GMAW in the Field

James Byrne

James Byrne of Miller Electric discussed the use of GMAW (MIG) in the field and how it is different from the traditional processes SMAW (stick) and GTAW (TIG) previously used in field welding. He talked about how variables can affect the condition of the weld. He also explained how those variables (different tip sizes, tip types, nozzles, wires, gun angles, gas selections, gas flow, wire sizes, drive roll alignment, drive roll tensioners, etc.) can affect the condition of the weld and how a welder can manage those variables.

How TIP TIG Has Changed P91 Welds

Charles W. “Pat” Patrick of ALS Maverick Testing Laboratories, Inc. explained how TIP TIG has changed how P91 materials can be welded for either shop or field fabrication. He stated that the TIP TIG system is cost-effective and can be used for the entire weld from root to cap producing the high-quality welds that the industry expects from the GTAW process. He also talked about Grade 91 materials in power piping systems and explained the reason for low impact values of weld metal produced by some semi-automatic hot wire processes. He noted that the dynamics of the weld pool during deposition and the heat flow during solidification play important roles in the resulting mechanical properties of the weld metal.

Ned T. Hawkins of W. Soule & Company presented the history of pipe fabrication standards and demonstrated how the standards are used. He also discussed the Pipe Fabrication Institute’s (PFI) membership and meeting structures.

Team Industries Decreases Training Time, Increases Efficiency with Miller PipeWorx Welding System

Since they started using the Miller® PipeWorx 400 welding system, Team Industries has reduced rework—saving time and money—because of the system’s ease of use and consistent arc quality. “We have seen a decrease in X-ray failure. Ready…Set…Go! MCAA’s 53rd Student Chapter at Robert Morris University

Congratulations to the MCA of Western Pennsylvania and Robert Morris University for organizing and establishing MCAA’s 53rd student chapter!  Chapter representatives of the Robert Morris Student Chapter will receive their charter at MCAA’s 2018 convention in San Antonio, TX.

The seeds for the new chapter were sown when MCA of Western PA members decided to approach a Pittsburgh-area university about creating a resource for well-educated future professionals for their businesses. The faculty at Robert Morris University not only liked the idea of an organization that prepares students for a great career, but took the extra step of creating additional classes in its mechanical engineering department to ensure students are well-qualified for professional positions in the mechanical contracting industry.  Currently, 18 to 20 students have applied for internships with MCAA members in the Pittsburgh area.

Field Leaders Conference Gives Attendees New Perspective, Action Items

MCAA’s sold-out Field Leaders Conference in Denver May 10-12, 2017 provided 200 foremen and superintendents with the management and leadership skills they need to effectively manage jobsite labor, other personnel and operations to keep projects on time, on budget and profitable.

The event began with John Koontz, MCAA president Greg Fuller, Mike Shinn and Mark Rogers leading a Discussion on What Keeps You Up at Night. Afterward, attendees had time to get acquainted and share information about their companies, projects and challenges during a networking reception and dinner.

The next day began bright and early with a session on The Foreman’s Impact on Profitability. Mark Rogers discussed how attendees impact their company’s profitability, the importance of accurate costing and strategies for managing actual hours to budget.

Greg Fuller then examined the top 10 attributes of a great foreman, providing attendees with a contractor’s perspective on how to make themselves even more valuable to the company.

After a break for lunch, UA Training Director Chris Haslinger discussed the latest in new equipment and technology that’s changing the way projects at the jobsite are managed and performed.

Kevin Dougherty’s session on Building Relationships: Communication on the Jobsite provided attendees with tricks and tactics to help them improve communication with their crew, other subs, their management and owners.
Attendees had an opportunity to explore the latest tools and construction resources during a reception complete with product demonstrations.

The following morning began with John Koontz on The Impact of Planning – Greatest Challenges to Planning. The session provided attendees with a better understanding of how planning impacts every aspect of a project and the entire company. In addition to exploring “tried and true” methods for planning projects, attendees discussed why planning is so difficult in today’s construction environment.

During his session on Legacy Leadership, Mark Breslin focused on the compelling reasons to promote positive change and the most effective means of achieving it. Attendees learned:

  • The necessity of seeing field leadership as a professional position, not a blue-collar occupation;
  • The difference between building projects and building people;
  • The three most effective ways to motivate people on the jobsite;
  • How to use influence instead of authority and how that impacts the project
  • Mentoring, coaching and the difference between them; and
  • How to empower and engage through solicitation of field input and shared decision making.

The session provided new ideas, strategies and tools that will help attendees create a professional self-identity and enhance crew performance.

Wrapping up the conference, John Koontz facilitated a discussion of the best practices and takeaways attendees learned during the conference. He also assisted as attendees put the finishing touches on their personal Action Item Lists.

Honeywell’s Detailed Guide to Retrofitting R-22 AC Units

With the phase out of R-22 by 2020 driving up pricing, contractors are looking for more options to retrofit R-22 air conditioning (AC) units without having to change the oil. “Generally speaking, you can see system improvements after a retrofit as a result of recommissioning the equipment,” said Ron Vogl, global technical marketing and services manager for Honeywell Refrigerants.

MCAA/CEA Legislative Conference Focuses on Key Issues

The MCAA/Construction Employers of America (CEA) Legislative Conference brought together a near record crowd of MCAA members and members of other CEA sponsoring groupsm SMACNA, FCA International and TAUC. The conference’s education sessions and lobbying meetings focused on key MCAA/CEA legislative issues and provided an opportunity for members to share their views with Senators, Representatives and key staff.

Lobbying Meetings Press Coalition’s Top Issues

Member company principals had some 160 Hill lobbying meetings with Senators, Representatives and key staff, pressing for the MCAA/CEA coalition’s top issues:

    1. Prompt and long-overdue enactment of multiemployer pension plan reform, including composite plan designs as an option for plan trustees to consider;
    2. Implementation of a broad new infrastructure investment measure, with protections for prevailing wage standards and consideration of project labor agreements for those projects;
    3. Enactment of energy efficiency tax incentives for building retrofits and waste heat recovery industrial projects; and
    4. Tax reform measures that spur private capital facility projects and use worker misclassification reform as a budgetary pay-for measure to fund corporate and Subchapter S tax cuts.

Proposed Changes to Pension, Health and Welfare and Apprenticeship Programs

The conference kicked off on Tuesday, May 10 with a regulatory policy program covering proposed changes to pension, health and welfare and apprenticeship programs. Josh Shapiro from Groom Law Group and Cary Franklin from Horizon Actuarial Services discussed pension reform and alternate plan de-risking measures available under current legal requirements.

They were followed by Aruna Vohra (right) from Horizon and Carolyn Smith from Alston & Bird law firm, who discussed the myriad of health care plan changes pending on Capitol Hill.

After that, Lou Malone (right) from the O’Donoghue law firm and MCAA General Counsel John McNerney discussed the non-discrimination and written affirmative action requirements pending under the new Administration.

Lawmaker Presentations Mark Start of Second Day

Former Congressman Earl Pomeroy of Alston & Bird, a consultant to the National Coordinating Committee for Multiemployer Plans (NCCMP), moderated a series of presentations from lawmakers, including Senator Pat Roberts (R-KS), Senator Joe Manchin (D-WV), Representative Chris Collins (R-NY-27), and Representative Brian Fitzpatrick (R-PA-8).

Union Representatives and Employers Discuss Pension Reform

Congressman Pomeroy also moderated a panel discussion among union representatives and employers on the key issue of pension reform. The union representatives included: Sheet Metal Air Rail and Transportation Workers General President Joe Sellers, Painters and Allied Trades General President Ken Rigmaiden, Iron Workers General President Eric Dean, and United Association Assistant to the General President Brad Karbowsky, along with Jeff Green, CEO of Harris Rebar Construction and an NCCMP board member.

The panelists allied in strong support of the necessity for enactment of the composite plan design option for trustees to consider for their plans, and the need to avert a Pension Benefit Guaranty Corp insolvency or premium increases that would imperil the sustainability of multiemployer plans.

Lobbying Meetings Deliver Key Messages to Lawmakers

That afternoon, conference participants set out for the Senate and House lobbying meetings, delivering direct messages from member company principals to key offices from the lawmakers’ home districts. At the debriefing session the following morning, consensus reports were that home district constituents did a good job delivering the coalition’s messages directly to their representatives.

Tax Reform Discussion Closes Out the Conference

He discussed proposals affecting CEA member companies as taxpayers and businesses, and the impact of corporate tax reforms on corporate capital budgets and projects as market expansion incentives for CEA member companies.

MCERF Receives Contribution from West Chester Mechanical Contractors, Inc.

West Chester Mechanical Contractors, Inc. (Aston, PA), with its recent $2,500 contribution to MCERF, has now contributed a total $30,000 to the Mechanical Contracting Education & Research Foundation (MCERF). Mark Rogers, COO of West Chester Mechanical says, “It is our job to find the next generation of leaders for our companies, our association and our industry. We need to find and train our own replacements.  MCERF is playing a vital role in that process.”

OSHA Delays Silica Rule Enforcement Date

 

OSHA recently delayed enforcement of its 2016 rule on respirable crystalline silica. The enforcement date has been changed from June 23, 2017 to September 23, 2017. Affected employers can comply by either following Table 1 of the rule, or by implementing the alternative exposure control methods that are established by the rule. (Note: This rule is under litigation by the Construction Industry Safety Coalition and other groups. The groups that are in opposition to the rule believe that OSHA did not meet its burden of prove with regard to the rule being technologically and economically feasible. It is unknown whether the litigation will be resolved prior to the newly established September 23 enforcement date.

Fourth Annual OSHA Fall Prevention & Protection Stand-Down

MCAA urges all affected members to participate in the 4th annual nationwide OSHA Safety Stand Down to help prevent workers from falling from elevations, and protect those workers who do fall. Falls from elevations are the third leading cause of injury in the mechanical construction and service injury, and the injuries from the impact of falling are often extremely severe. The stand down takes place May 8-12, 2017. To participate, take time out during that week to refresh your workers memories about the industry’s fall hazards and accompanying fall prevention and protection measures.
